Portugal has an estimate of 2.3 million people living in moderate energy poverty and 740 thousand in abject energy poverty. This is mostly due to the large number of houses that are outdated and built before energy performance regulations were put in place. At the moment, 3 million houses in Portugal have uninhabitable conditions, forcing people to either spend lots of money to keep their homes at a comfortable temperature, as well as mould and pest free. Despite the government rolling out a subsidy programme for renovations in 2022, it has failed to reach those who need it most. There needs to be more effort in ensuring that people are supplied with adequate knowledge and tools to bring down their energy consumption.
