Tailored support for vulnerable groups

Nevena is a home-owner in Velingrad. She has recently installed a solar panel on her roof to bring down her electricity bills, and even though she is interested in making some improvements to her home to make it more energy efficient, financial constraints keep her back.

She would be keen to make use of government or EU support schemes if she was aware of them. It would have the added benefit of no longer having to ask her children for financial support. Nevena would use the financial support to insulate the external walls, keeping the wind out and the warmth in.

Nevena has a strong community around her who share information and help each other when it comes to their everyday lives, including topics such as household bills and energy technology. Her community is the most reliable source of information but she also stays informed by watching TV – she decided to install a solar panel after seeing an ad for it. Nevertheless, she feels that the authorities are not supporting pensioners and older people, as their outreach efforts and communication tools are not tailored to her community. This leaves them in the dark about ways to improve their households and lower their bills. 

What is needed for change? 

Tailored communication through a variety of channels and support schemes for vulnerable groups, such as the elderly. Well targeted awareness campaigns are needed to ensure every citizen is aware of the available support programmes in the country and is able to access the tools and subsidies on offer.
