
Ensuring that the next EU budget effectively supports energy communities
Ιn the summer of 2025 the European Commission proposed a radical overhaul of the EU budget. As part of the new budget architecture for 2028-2034, every Member State now has to create a “National and Regional Partnership Plan” (NRPP). Overall, these Plans are worth 865 billion euros (44% of the total budget).
Through these Plans Member States will outline a series of reforms and investments for all major sectors of the economy, including energy, cohesion, and agriculture – and potentially energy communities.
Friends of the Earth Europe together with Rescoop.eu have prepared a series of national factsheets linking energy communities with the goals, and specific chapters, of the NRPP Regulation.
We call on Member States to include supportive reforms and investments for energy communities in their NRPPs, including:
- Putting in place a target for community energy by 2035 (in line with the EU goals set by the Citizens Energy Package).
- Ensure an enabling framework, including a simplified registration process, accelerated permitting and ring-fenced grid capacity, and One Stop Shops.
- Provide dedicated funding including grants, loans, and other support schemes, particularly for energy communities tackling energy poverty, or operating in island, just transition, and outermost areas.
