Based on leaked drafts of the European Commission’s revised waste and resource legislation – the Circular Economy Package – this briefing report analyses the key points involved and the expectations of Friends of the Earth Europe for the proposal.
After last year’s Package was controversially shelved, the Commission has promised to release the proposals in a “more ambitious” form on Wednesday, 2 December, 2015.
The briefing says that the Package may fall short in delivering the solid foundations required to transition to a true circular economy. Of notable significance is the absence of any action on resource efficiency and concrete measures to slash Europe’s absolute consumption of natural resources.
