This position paper summarises and explains Friends of the Earth Europe’s position on biodiversity offsetting, in response to proposed EU policy which would introduce new systems of biodiversity offsetting as a theoretical way to secure “no net loss” of biodiversity. The concept is that if damage is caused to biodiversity in one place e.g. by building new roads or houses, then new or restored habitat must be provided somewhere else to “offset” the damage; the idea being that there will have been no overall, or net, loss of biodiversity.
