Background
Friends of the Earth Europe (FoEE) campaigns at the heart of Europe for sustainable and just societies and for the protection of the environment. We are the largest grassroots environmental network in Europe, uniting 32 national organisations with thousands of local groups as part of Friends of the Earth International. Our vision is of a peaceful and sustainable world, founded on social, economic, racial, gender and environmental justice and free from all forms of domination and exploitation.
FoEE is an ASBL with a General Assembly as the ultimate decision-making body that elects the Executive Committee (ExCom) to perform whatever shall be necessary for the realisation of the objectives. The ExCom delegates powers and detailed duties to the Director and the Head of Operations.
In addition, there is also the Coordination and Management Team (CMT). Its members are the Director, Head of Operations and four Programme Coordinators. Governed by its own terms of reference, the purpose of the CMT is to enable good coordination among programmes and campaigns and other teams/functions and support the Director in strategic decision-making, the management of the FoEE office and the coordination of the FoEE Network. The CMT is accountable to the ExCom through the Director.
The organisation has 30 members of staff who are based in Brussels and work both in the office and remotely. Some of them have been at FoEE for a long time and a considerable number joined in 2021. FoEE has eight teams ranging from one to six members. The CMT has six members and the rest of staff are represented by a staff representation working with a Belgian union.

FoEE is funded through grants from the European institutions, foundations and membership fees.FoEE is currently in the process of making a number of changes in the organisation, such as: developing a teleworking policy, upgrading the internal cloud system for information management and collaboration, and changing the financial management system. The need to develop a purpose, values and behaviour framework also stems from a larger process in which many of these changes are taking place. More can be explained on background once consultants are chosen.
At the Annual General Assembly in June 2022, we analysed the changed context and discussed the process for the development of the new strategy that would focus on ways of working and impact and provide a certain level of innovation and adaptability to a changing external environment and context.
We believe that FoEE’s mission, vision and values are more relevant than ever, but that the changed context requires an assessment and adjustment of ways of working, tools and methods to increase and maintain FoEE’s external impact and relevance, as well as sustaining a thriving and learning organisation.
We are also looking at using this process to develop a Monitoring, Evaluation and Learning Framework. FoEE’s ExCom has set up the framework for the strategy development, including the timeline and expectations. The process is supposed to take place from September 2022 until April 2023. It will involve the Brussels office, member groups and stakeholders.
The task for the consultant
FoEE is seeking a consultant to support the facilitation of FOEE’s strategy development process by implementing one or more of the following tasks. Please provide a detailed offer including the financial offer, methodology and evidence of expertise and references for each of the tasks listed below.
1. Methodology
The consultant will help FoEE to design the best methodologies and use the best tools for different elements of the strategy development, including information gathering, analysis, participation tools, strategy document structure and presentation;
2. Facilitation of online and offline workshops between October 2022 and March 2023
The following workshops for the strategy discussions are planned:
- Workshop with FoEE staff – 3 h face to face, 25-30 people (October – November, Brussels)
- Online discussions with the FoEE Network of different aspects of the strategy (November-December, 3 x 2h discussions, 30 – 50 people)
- Workshop with FoEE member groups (30-40 people, 2 days, face to face, location most likely Brussels, between 15.02. and 15.04.2023.).
The consultant is expected to:
- Draft the agenda and methodology for the discussions
- Use creative tools and facilitation techniques to inspire out of box and innovative thinking, as well as active participation from member groups, staff and other stakeholders
- Provide a summary and analysis of results
3. Drafting Strategy documentThe consultant will help FoEE’s ExCom and the management team to design and prepare the strategy document, summarising the input from the workshops and data analysis in December 2020– January 2023.
4. The MEL framework
Provide support in designing an MEL framework for the strategy.
