Call for researcher: Community Energy financing

Friends of the Earth Europe is looking for a researcher to provide a report that offers an overview of financing schemes for community energy projects in the EU.

Objective and Requirements

The researcher/consultant will provide a thorough report that:

  • maps the current state of play and schemes for community energy financing in the different EU member states that have enabling frameworks
  • assesses the main barriers for community energy financing that are preventing community energy projects from thriving
  • addresses funding opportunities and adequate financial tools in the EU, in relation to existing EU funds
  • provides recommendations on overcoming the potential barriers at EU and national level, in order for community energy and community participation to thrive, ensuring a just transition for all

  • Start date, 9 May
  • First submission, 27 May
  • Final draft, 17 June
  • Publication, 8 July

We are looking for a skilled researcher who is experienced in writing about energy, finance, community energy and/or the energy transition.

Further context

The world is facing multiple unprecedented challenges and interrelated crises. The war in Ukraine fuels the energy crisis whilst the pandemic presents a glimpse of a dystopian future. The climate emergency is influencing our way of living and disproportionately affects the most vulnerable people. What is needed right now is a swift transition towards clean energy, and an energy system that serves everyone, leaving no one behind.

Soaring fossil fuel prices, even before the invasion of Ukraine, indicate that we must move faster towards a 100% renewable energy system. One of the defining factors for a successful energy transition is citizen participation, increasing local acceptance of renewable projects and the fair allocation and distribution of benefits. Inclusiveness and participation are key elements, in order to move beyond fossil fuels as fast as possible.

Adequate financing tools and mechanisms are imperative in order to scale up energy communities and people’s participation in the energy transition. Friends of the Earth Europe, would like to assess, together with an external researcher/consultant the opportunities and barriers for community energy financing.
